Need help in finding a bilingual children’s story reading segment on Houston PBS in the early 2000s

I have been trying to find this again for years. Around 2005, There was this bilingual reading segment on channel 8, or 6. A woman would read a children's story book in English early in the morning, and it was translated by a man wearing a dog costume in Spanish. In the end, they say their goodbye and end with "Bye Boys and Girls" does anyone remember this at all?
