need advice on how to choose the best energy provider contract

Greetings, I'm new to Texas in general and Houston particularly, I see on powertochose.org (frontier utilities) which is the cheapest provider for 3 month contract at (500 kWh) > 12¢ (1,000 kWh) > 11.5¢ (2,000 kWh) > 11.3¢ .. and (Value power) which is the cheapest provider for 12 month contract at (500 kWh) > 14.2¢ (1,000 kWh) > 13.7¢ (2,000 kWh) > 13.5¢ I will be living by my self in a 970 sq ft apartment and will be out of the apartment for work almost 10 to 12 hours/ day, so I assume my energy consumption won't be that high I was thinking to go for frontier utilities with 3 month contract at those cheap rates and in February I try to find a cheaper rates for 8 or 12 month contract with another provider, is this a good way to do it? also do energy rates get cheaper in February than now?
