My house lost all water pressure

I just went to turn on my kitchen faucet and the water pressure was very low. I checked my other sinks and my upstairs sinks are literally bone dry. The spigots outside also have no water. It's like my water has been shut off. I don't have any leaks or breakages in my pipes.

I never miss a utility payment… I live within the loop. I'm on hold with 311 right now, but is there anything else I need to make sure I do? Is there a better number to contact?
