Multiple Speeding Cars with Emergency Lights On?

My boyfriend and I were driving on 59 North around 10:15 PM when all of a sudden, multiple cars (10-20) started passing us by all with their emergency lights on. When we were passing by the beltway, they all got onto the exit and were cutting each other off and then started driving really slow?? None of the cars seemed to be of any specific brand or have any mods on them so I don’t think it was like some sort of car group. Did anyone else see this or know what was going on?
