Montrose bridges

What's really going on with those bridges? I've noticed over the last few months that they are not as vibrant as they used to be. There are several lights out on each bridge and The bridges look neglected and tacky now. Almost an eyesore because there are so many lights out. With the holidays being here you would think you would see Christmas colors on the bridges but now I can't even explain what kind of mixed up colors are even lit up on those bridges. Just curious to know why the sudden downturn.
