Missed Connection in Pearland/Manvel 13OCT24

I hope this can reach out to the guy I saw at a gas station in that area I was driving too. You were wearing a black shirt and appeared to have a tattoo on your right arm (looked kinda circular) I think you went to buy gas and I wanted to say hi but you were in a rush it seemed.
