Metro it’s been 5 years

My dad was hit from behind by a Houston metro bus. He got a lawyer. He got is medical records. He went to physical therapy. Now, it’s been 5 years and my dad still hasn’t gotten paid. I don’t understand if this is how long it should take or should if something else is going on? Sometimes he says the lawyer isn’t accepting low offers but what is low? We’re about to lose the house we lived in for 10 years and we really need this money. Should i get in contact with this lawyer or is 5 years normal?
