Metal plates in street

Some construction company dropped off a metal plate in the street about 2 months ago and hasnt been back to do any construction. Any time a car drives over it, there's loud noise. It's a busy street so there's traffic at all hours.

Besides filing a complaint with 311, is there anything that can be done? No clue who the construction company is or if they're doing it on behalf of a utily.
