MEDICARE/MEDICAID/DISABILITY Help Please!

So my father (64M) suffered an awful stoke in April of this year that left him paralyzed right-side-over, mute, and unable to swallow. He has been in hospitals/rehab facilities since May 1st. I am doing all his disability/medicare/medicaid paperwork and all that jazz – however, he was just denied Medicare AND Medicaid. They received medical records from 4 different facilities and STILL unapproved it for my dad.

Can someone please provide some insight on what to do? and How to do it? I come from a modest household and we are struggling and struggling hard with this. in every conceivable way. Any and ALL two-cents are welcomed on this! Please and THANK YOU
