[Mayoral Race] Looking at how candidates answer questions, are Gilbert Garcia and Lee Kaplan viable candidates to vote for?

I'm not super familiar with any of the mayoral candidates' reputations except for SJL's, so I was reading through this: https://www.houstonchronicle.com/projects/2023/houston-mayoral-candidate-questionnaire/.

What do you think about Garcia and Kaplan? I kind of liked their answers. Would I be doing the city a disservice by voting for either of them?
