Mandatory cable and internet in apartments

Does anyone else know when it became standard for apartments to include cable and internet in a apartments and rolling it into their, quite outrageous, extra fees?

Started apartment hunting this last weekend and it seemed everybody started to pack this in on top of the high base rent.
