Man fatally shot during altercation with motorcyclists on Westheimer, Dirt bikes and ATV’s

I live off Westheimer. I have seen those large groups of dirt bikes and ATV's taking over the intersections. I'm not sure what HPD can do about it, because they riders don't seemed concerned at all.
