Low-cost veterinary with hospitalization

Hi, does anyone know any low-cost vet that does hospitalization? My recently (9 days) adopted puppy came with pneumonia and if the antibiotics don’t kick in I need to hospitalize him (the insurance is not effective until Feb 9th) so I’m looking for any low-cost vet in Houston or the surroundings.
