looking to hire someone who can help with my PC

I have a custom built PC, I made the mistake of getting a hard drive “upgrade” from a sketchy shop a few months ago and since then I can’t really play any of my games, i’m getting 8 frames per second, and some games won’t even launch at all. I try to update my drivers but when I do it says that my drivers are up to date. but when I try to launch certain games I get an error saying that my drivers are out of date. so i’m kind of stuck in this limbo. and when I try to install the Radeon software it won’t fully install because my cpu is overheated and it won’t let me do anything. so if anyone out there can help, i’ll pay (upfront) for a consultation.
