Looking for a Michelin starred restaurant in Houston for a date

Looking to get a nice dinner out and saw a documentary on what it takes to be a high-end Michelin starred restaurant(not Jiro dreams of sushi) and I was curious, with Houston being touted as a restaurant-centric city, is there a Michelin starred restaurant? I know I'll end up paying way too much for a dinner that'll make me hungry by the time I try to sleep, but, i'd like to try it.

I googled it and found this article

but I am confused, how does a restaurant that is not open already have a michelin star?
