Literal race car driving on Memorial??

Was driving east on memorial and saw a teal race car (??) on the west side, with like standby ambulances and dozens of people wearing teal shirts and stuff, then saw farther up they were closing that side of Memorial;

Are they just… race car driving on memorial? It’s a Tuesday morning what’s happening

(Also can I watch it somewhere??)
