Let me state first and foremost, I understand the evnirimental problem.

My friend has a prius which has had its catalytic converter stolen and subsequently had a rigged pipe welded into position to "replace" the converter. This has caused the check engine light to come on. He cannot clear the code. Apparently a check engine light fails your inspection immediately now days. The car runs fine. Everything else works. It just doesnt meet the emissions specs. I dont need a lecture about this. He is broke. It cost to much to fix, for him. Does anyone know of a place to pass him. Thanks.
