Learners permit renewal after turning 18 (Texas)

Do u have to retake the entire permit test and go through the same process again? Or can I just pay a fee and get it renewed like other states. Someone pls help.. i wasn’t able to schedule a drivers test and now I’m struggling to get my license after I turned 18.

Also, I’ll be moving to Georgia soon and was wondering if out of state learners permit are permitted when applying for a Ga license.
