Lack of Drinking Fountains

Sup! Minnesotan here who just spent the last week in "H Town". Couldn't help but notice the lack of drinking fountains at the Galleria and H.E.B I went to. Has this always been the case or just a post Covid deal? We still have fountains at all our malls and grocery stores up here so I thought it was interesting. Anyways, enjoyed my stay otherwise.
