[Kaplan] Suspended Astros reliever Francis Martes is joining Triple-A Sugar Land as his second PED ban nears its end. Reinstating him from the restricted list will require a 40-man roster spot, so it will be interesting to see if he sticks around. He’s barely pitched the last few years.
