Jury Duty City Limit Question

I recently got a jury summons from the city of Houston. The thing is 2yrs ago I moved from Katy down near the space center for work.

How do I tell if I am in the city limits? The summons says I am disqualified if i don’t vote in the city of Houston mayor election or pay a water utility bill to the city. I don’t think I am either of those things, but I am not sure since I live in an apartment and my last address it was pretty clear that I lived within the city limits.

I can’t find any info in my voting precinct online and my most recent voter registration card says Pasadena in the city box.

I don’t want to go, but if I have to I will. I just want to make sure before i drive all the way across town.
