Is UHD generally this disorganized?

I don't know how to explain it but the financial aid department is really disorganized and its stressful. When I ask my family who lives out of state and they attend different colleges, they haven't been through this many headaches. I've been trying to work with them since March and there hasn't been any progress.

I'm so frustrated. They use the super old version of Blackboard too which is weird because most universities have the updated 2021 Blackboard.
