Is this legit?

Hey guys, I’ve been contacted by Houston university of science and technology for a possible scholarship ( https://www.houstonuniversity.education/ ), I live outside the US, and they offered a very good scholarship, however, something feels off and something tells me that it’s a possible scam. Can anyone please verify if they’re legit or not? Thanks
