Is this illegal for my apartments to do?

The circled areas are dripping water. It started as a ceiling with a painted-over sunroof and one drip. They tore out the material, put a board where the sunroof was and are “letting it dry” It’s been months now. It’s growing mold. All these drips are starting to ruin the carpet. My roommate and I are putting maintenance requests but no one is doing anything to fix this.
