Is this happening anywhere else? Fires along roads.

I have a 8 mile commute to and from the office (Northwest side of town). After noticing this burned area at a red light, I started looking closer and found 4 more along my route. My son suggested that it's a combination of the extra dry conditions and drivers throwing out lit cigarettes but I would think that would be a citywide problem so I thought I would ask if anyone else is seeing this in their area.
