Is this going to be repaired

Someone came and dug up a large area in front of my house (Montrose) working on a water main. This is what they put back. Am I to expect this to be a permanent solution or is it likely the city will be back out to repair the curb and sidewalk? Hoping someone with past experience can provide some insight. It's been in this state for 3 weeks.
