Is this company just a MLM scam?

My girlfriend has her resume out on a few job websites. She's looking for a career in the Geographic Information Systems field. So far, the only response she got from a recruiter is for a "management group" in Houston. Looking at their website, it really feels like a typical MLM/pyramid scheme. This is the company in question:
