Is this a new type of scam in Houston?

First time i ever had my car license's plate stolen from me. I tried calling the police to report it, but they don't ever pick up the damn phone. waited an hour on the line and said F**k it… i went to get my new license plate (new number) and new stickers.

at 7:30PM, i get a call from a man who sounded professional, asked if this is [my name], and if i had my license plate stolen. i said yes. He said he's with the harris county sheriff's office, and he talked about how he spotted my plate on a black car, and was asking me details about when i noticed my plate stolen etc etc. to skip the boring stuff, he asked me to send him a picture of my new license plate, so that he can continue with the investigation of my stolen plate. (i told him i would do it later finding all of this odd)

  1. if they spotted my plate on a different car, why the f**k did you not arrest the driver
  2. why do you need a picture of my license plate
  3. how did he know my personal info (my name and my mom's name). is it possible to get that info through a license number only? if so thats scary.

I dont know… i found it odd. im starting to suspect that the person who called me is the same person who stole my plate. idk why he asked a picture of my new plate, if he's a scammer, what can do he with just a plate number alone?

Is this legitimate or not? I'm going to the police station anyways to file a report on my stolen plate and about this call(fkin sucks i gotta drive all the way down there for this rather than call, but no one picks up the f**kin phones). if this is a scam, this is first i've ever heard of it.
