Is there a reason the condition of Richmond Ave is so poor?

Whether its taking the bus, riding in an uber or when I had my own car Richmond has seemed to be the bumper road ive experienced in Houston. When I loved off Holcombe for 3 years they repaved the section near holcombe and Kirby twice.
