Is there a program for seniors to get a free roof replacement?

I have a client who is 101 years old and needs repairs on his roof and general repairs on his home. Does anyone know if Houston has a program for free roof replacement for seniors? I've been doing google searches but it's like an endless loop of sending me through links and not delivering actual results. I would appreciate it as I am also looking into it for my own elderly parents. Thank you in advance!
