Is there a courthouse that allows more people as guests, like 20 people? We’ve decided to elope and only see 6 people allowed

We have a lot of immediate family as we both come from big families. But we have only found options for 6 people when looking online. When we went our local clerk they had signs inside saying to schedule your wedding now at the clerks office and they could do like 50+ (we're nowhere near that amount) guests but when we asked an employee they just kind of did a half laugh and said more like 15 tops and good luck on finding the woman. Who schedules because she's hard to reach. I'm kind of at a loss, any advice or other options I'm missing? Really appreciate it
