Is the windshield washer with the Asian conical hat still working at Wilcrest and Bellaire?

He seems to be a local fixture and I remember seeing him constantly Even though he wears an Asian conical hat, I believe he is Latin American of some kind. Last time I was there (in the last week) I didn't see him but this was later in the day.
