Is the bike trial on TC Jester safe?

My wife and I would like to go biking while stopping to play disk golf here and there. My experience in Houston so far has been that going for a walk anywhere for more than 20 minutes results in some type of issue. Beggars, hecklers, people who look like they might be on drugs, etc.

Is TC Jester safe enough?
