Is Spring safe?

I live in Poland but I am travelling to Houston in 2 days to visit my family there.

They live in Spring (in an area called Woodlands). Does someone knows if it is safe? I enjoy running in the streets (barefoot, to do grounding) and exercise open air. Here in Poland is cold so I cannot do that right now. Is it safe there?
