Is school zone speed limit not mandatory anymore? Why am I getting passed on the road?

I actually actively avoid going out around this time, and if I do it’s not near school zone areas + I didn’t leave the house during COVID years so maybe I missed something.

I remember a few years ago the school zone was strictly enforced regardless if you’re in a poor or a rich area, did something changed?

Should I speed up to not hold back the flow of traffic? I know folks talk how it’s safer and more important to follow the flow of traffic than the speed limit
