Is leaving a husky outside all the time in summertime here animal abuse?

I’m in the Sugar Land area and there’s a house in my neighborhood that has a husky or similar breed. I walk my dog 1-2 times a day (various times of day) and that dog is outside every time I pass by. It seems wrong to me to leave a thick-furred dog outside all the time here during summer conditions. If it is wrong, I’m not sure if there’s anything I can or should do about it. Looking for thoughts/advice
