Is it true that the cops on BW8 are not looking for speeders but tag violators?

My friend told me that the constables that stack up on the shoulder of BW8 arent doing a speed trap but wait for people to go through the tolls without a tag, then pull them over. Is this true? Explains why the average speed is like 90 through pearland.
