Is it dangerously cold inside homes that do not have power?

My folks live in Houston and I’m concerned about them. My 70+ dad is not answering the phone but he texted earlier that there is no power or gas in his house.

For people who don’t have power, is it dangerously cold? Or can you bundle under layers and blankets? Or do you have to sit in your heated car? What are you doing?
