Is 60%+ humidity in an apartment normal?

I moved into my first apartment, in Cypress. With the AC set anywhere from 69-74 the humidity is consistently 60-65%. I'm considering getting a dehumidifier but I wanted to make sure this isn't an apartment issue before I buy anything.
