Intersection Paint Lines missing on Westheimer

I have noticed something curious about the repaving on Westheimer. Most intersections seem to be missing stop and pedestrian lines.

Other day I saw a near crash when someone making a turn at green arrow almost hit another car that had ventured a little far into the intersection. Drivers have to be intuitive and look for end of the pavement on their right.

Lane separation lines though have been repainted.. anyone know why?
