Interior Apt Designer HTX

Going out on a limb here but I was once apartment touring a couple years ago when someone offered to design my apartment for $500 (all furniture and items included). 1 bedroom small apartment. She was a small business owner, not associated with a bigger company and she even worked at the apartment.

My question is- is something like that in Houston or does anyone here know a small business owner here personally with similar prices? I’m on a budget and have a small apartment. Emphasis on all items included with the design at about $500.
