Insurance fraud?

A lady hit my car last week and gave me her insurance information on a piece of paper before she left. No drivers license or ID card. I filed the claim on her insurance and they just called me to inform that her insurance had expired in July. So, basically she gave me wrong information and fled the scene

I have her license plates, VIN information (that I got from the police station), and a couple of witnesses who were at the scene.

Can I get a lawyer and go after her? I do not want to file the claim on my insurance. The damages are around $4K and I’ll have to pay $250 out of pocket for uninsured motorist claim.
