Insane Apartment Water Bill

I recently moved into an apartment, and in just two months, my water bill has skyrocketed. This month alone, it has nearly doubled to $170. Before moving here, I lived just down the street for three years and consistently paid around $30 for my water bill. I’m not sure what’s causing the sudden increase, but when I called the leasing office, they said it’s an issue with the city of Houston.

To make things more confusing, my complex has two buildings: one is submetered, and the other, where I live, is supposedly allocated according to the maintenance man. Yet my bill is labeled as “submetered.” Is there anything I can do to avoid getting the runaround and find a resolution?
