Insane amount of bugs flying around in the vicinity of Near Northside right now

Without exaggeration, it is hundreds of thousands if not millions of these things. Literally every intersection around here is blanketed by them. I got out of the car to drop something off for like 90 seconds, then eventually realized like 10 of them were crawling on me as I drove away. I think they've gotten into my pants somehow too. Then as soon as you drive over the bridge to the other side of 45, they immediately disappear.

Anyone know what in the hell is going on here?
