Inner loop people?

I just met with a recruiter for a role in Upper Kirby. They described the firm I would be interviewing with as “inner loop people” who are “pretty buttoned up” and mentioned that he (the recruiter) gets slack for living in the outer loop.

I’m new to the Greater Houston area. I don't understand the difference between inner and outer-loop people. What's the perception?
