Incredibly loud dogs

Neighbors leave their two big ass super loud dogs outside all hours. Anytime I walk into the backyard it's immediate and head-pounding, anything I can do? Other neighbor has 2 dogs that I've never heard a peep out of. The loud ones are separated from us with a chain link fence, would a tarp that obstructs their view do anything?
