I’m seeing $400-600 for 1 bdr apartments, is this normal in Houston or are they low priced because they’re in a bad area?

Honest question. I have never seen rent this low before, first time, usually in other states low rent means its in a bad place but there’s so many of these cheap listings, I thought Houston would be at the lowest around 700-900 for how massive of a city it is and I’ve seen a lot of comments on here saying they’re paying rent around 800-1k, so that made me confused.
