Illegal Trucking Loads

Almost got crushed by a semi carrying a excavator on a beltway 8 feeder road this afternoon. The excavator took up 2 lanes, the truck didn’t have any flagging vehicles and didn’t even have the usual “wide load” flags and whatnot on the truck. The driver was struggling to make a few turns on the feeder road as it was. He literally almost turned into me and a few other cars. How is it not illegal driving a load like that during rush hour with zero flagging or support vehicles?!
