IAH arrival baggage help/porter service

I need some help. My wife is flying alone with our infant so I really need to get her some help with her luggage when they land. The airport and airlines both told me they don't provide those services. Are there porters there at baggage claim waiting so she can hire one on the spot? Or is there a number I can call to arrange that for her before hand? Any help or advice is appreciated. It's terminal E if that makes a difference.
