I think a company has been charging me city tax incorrectly, i am not too sure how this works though.

Im hoping someone can maybe offer some advice on this as i am not too sure how this works.
So i have an address in Richmond, although i am out in the middle of nowhere – like 30 minutes for the actual town of richmond.
If i order anything for delivery to my home address from best buy, amazon, costco, b&H, ebay, anywhere – they charge me 6.25%.
If i order stuff to pick up, or buy in a physical store – they charge me 8.25%.
From my limited understanding of this, its because:
state tax (TX) is 6.25%.
County Tax (ft bend) is 0. Richmond (CITY) is 2%.
So my address is not within the city limits, so items delivered to me – are charged 6.25%.
However, items purchaed from physical locations in the city limits are charged 8.25%.
Is this accurate?
I ask because there is one website i have used recently that has charged me 8.25%. They are simply saying 'thats what their system says, because Richmond City has 2% tax rate'.
But from all my experiences so far, i do not live in the city limits and the 2% additional rate only applies to addresses within those limits?
